For each student who subscribes in TAU, a series of fees are required. Obviously, the Tuition Fees are mandatory to be enrolled in the student career and they depend on the prices established by the university.
Other than the Tuition Fees, TAU requires to pay the so called Ancillary Fees, which are the Security Tax to cover you in case you have an accident in the university and the Welfare tax (Social services fee), which includes a small contribution to the Student Union.
The research students such as the PhDs, as scholars provided with the scholarships, are exempted from the tuition fees, but they must pay the ancillary fees.
Actually, whenever it comes to the welfare tax, it is possible to renounce its benefits and avoid paying it, by using a waiver form to be filled out during the summer, before the next academic year starts (the deadline is generally somewhere in September). The form to be used is at this LINK.
This means that by submitting this form in time, one is able to pay "less taxes", provided that they declared that they can do without the welfare services.
The form should be then forwarded to the Student Registration and Administration Division, at the address stated in the form (im@tau.ac.il). They should answer you, to confirm your submission a few days later.
Another important thing to mention: on the official TAU website it is stated that "the amount of ancillary fees is also fixed for students studying in one semester and those persons studying part-time". It might mean that the ancillary fees are not dependent on the CPI (contrary to the tuition fees), and/or they depend on the full-time and part-time presence of the student.
Unfortunately, the post docs don't fall into the student category, therefore they don't pay any ancillary tax but they don't have access to the services. Nevertheless, we need to collect more information on this topic.
Before you jump to the conclusions...What are these welfare services?
This is extrapolated from the dedicated page of TAU (LINK)
